Das vorgeschlagene LIFE+ Projekt wurde anhand formaler, recht nebulöser Kriterien abgelehnt:
"The information provided by the coordinating beneficiary does not demonstrate that it is financially sound and has the capacity to finance the project and to manage the financial amounts provided for in the proposal budget within the proposed period. The criteria set out on page 10 of the Guide for Evaluation are not fulfilled."
